Detect when a cache becomes invalid

Description

If you cache a layer, and then change the layer parameters, the cache may become invalid. We should detect this condition by loading an existing tms.xml file (if available) and ensuring that the cache is still OK. If not, fire off a warning AND disable cache utilization for that layer for the session.
